Delhi Gang Rape: The Entity of ‘Minor’ and ‘Juvenile’ Should Be Defined Differently

The Juvenile Justice Board has declared the sixth rogue rapist as a juvenile / minor. Eventually, the rapist who took active part in the gang rape and attempt to murder of a 23-year-old physiotherapy student in Delhi will be tried as a juvenile. As a result of this verdict the hardcore pervert rapist who brutally mutilated the victim’s body during the gang rape and actively participated in attempt to murder would face a maximum of three years sentence in prison if at all convicted.

The shocked victim's father said when he watched the television news "A sudden current ran through my body in disbelief. I can't believe this," he told reporters... "How can they declare him a minor? Do they not see what they did?"

It is reported that the Juvenile Justice Board has reached to this conclusion after checking the date of birth of the rapist in his 10th class certificate. They also called the current and the erstwhile Principals of the school, where the rapist studied, and asked about the genuineness of the date of birth and the 10th class certificate. 

The following points come to our mind on watching the procedure followed by the Juvenile Justice Board to conform / counter check the genuinely of the date of birth in 10th class certificate:
  1. If the 10th class certificate was the legal testimony for date of birth; then, what was the necessity and justification of calling the current and the erstwhile Principals of the rapist’s school?
  2. The 10th class certificate is issued by the Board of Secondary Education in the State capital. Therefore, the school Principal’s statements do not carry any validity.
  3. If any school authorities were to be consulted; then, that should have been the school where the rapist was first admitted in class one. 
  4. In addition, the hospital should have been consulted, where the rapist was born. 
  5. If the rapist was born at his home in any village, then, the village watchman / Patwari should have been called to conform the correct date of birth along with their books. 
The following points come to our mind on observing the success progress of this case regarding involvement of a minor / juvenile in a gang murder: 
  1. Why at all a minor should be considered a juvenile?
  2. Why not the entity of a ‘minor’ and a ‘juvenile’ should be differently defined?
  3. A minor should have adequate protection in his civic life and for that he / she could be qualified as a ‘minor’ up to the age of 18 years.
  4. The minors who have become threat to the society because of their heinous crimes, perverted sex assaults , rapes, gang rapes, murders etc cannot be considered ‘minors’.
  5. Humans who reach their puberty at the age of 12 cannot be considered children for another 6 years after their puberty. 
In view of the above there should be an amendment in the constitution for defining two categories of teenagers as follows:
  1. Juvenile / Child: A new category of children that is ‘Juvenile / Child’ should be defined for providing protection and specifying rights for them. The specified age of ‘Juvenile / Child’ should be up to 15 years.
  2. Minor: The existing category of minor should not enjoy the rights and protection provided for the ‘Juvenile / Child’. The minors should be in the age group between 16 years to 18 years. 
  3. The rights and protection for ‘Minor’ and ‘Juvenile / Child’ should be freshly drafted by a committee consisting of jurists, criminologists, psychologists, sociologists and doctors (Physiology, Anatomy). 
  4. The recommendations of this committee would go through the established official procedure in order to make required amendment in the constitution or / and in criminal law.

Addicted Rapist-Killer Rapes and Kills another 9 Year Girl In Shirdi After Having Released From Jail

Sunil alias Pappu Suresh Salve, 32 kidnapped a 9 year old girl on December 28 2012. He raped and killed the girl near Sainagar railway station in Shirdi and subsequently buried her body in earth. The police unearthed the girl's body after his arrest on 4 January 2013 for conducting postmortem and and initiating criminal case against Salve. 

The 32-year-old rapist and killer was acquitted last year by a higher court from charges of rape and murder of a nine-year-old girl at Sinnar in Nashik district in 2003. He was again arrested on Friday for committing a similar crime.  The rapist and killer, Sunil alias Pappu Suresh Salve, was arrested in 2002 for committing three more similar crimes. 

In the 2003 Sinnar case, Salve, who is from Nashik, was awarded death sentence by Nashik district court. Nevertheless , he was subsequently acquitted of his alleged crimes by a higher court. After completing his sentence in earlier cases he was released from Nashik central jail on May 28, 2012 after which he committed the latest similar crime.

After the gruesome gang rape and heinous massacre of a 23 year girl in Delhi, many rape and murder cases are coming to light every day. It appears as if Indian cities, town and villages are apparently unsafe for girls and women.  The most shameful aspect of this scenario is that little girls in the age group between 3 years to 13 years are most affected.

The following points come to our mind on giving serious thinking to this inhuman, cruel and barbaric attitude of us Indians towards our children:
  1. A 30 year married man, who lives in the holy city of Shirdi, selling religious pictures in the shrine, cannot be trusted against child abuses, rapes and murders of small girls.  
  2. Maharashtra Navnirman Sena MNS’s allegation that immigrants from northern states like Bihar are indulged in such sex-crimes is absolutely wrong, because, Sunil alias Pappu Suresh Salve is initially a native of Maharashtra. 
  3. Such sex crimes are more likely to be committed by natives of the particular place. 
  4. Migrants from other villages, towns, cities, metros or states cannot dare to commit such sex crimes in strange places.  
  5. Usually joint-family members, relatives, family-friends and neighbors are more likely to commit such sex crimes. 
  6. 3 to 13 year girls are the main victims of the rapists cum killers because these girls are soft targets that are easily accessible.
  7. Small girls obviously do not know anything about whatever is done to them by the rapist until they feel hurt and pained physically.
  8. Small girls can be easily lured by offering eatables or with emotional blackmail. 
The following precautionary measure may be taken to avoid cases of child-abuse and such sex-crimes against small children: 
  1. Keep your children in front of your eyes as long as possible.
  2. Do not let any outsider develop proximity with your children especially girls.
  3. Never leave your children unattended or alone in your house or out there on the streets.
  4. Instruct your children not to let anybody touch their body. 
  5. Children should know that the most forbidden portion of their bodies is between their knees and shoulders. 
  6. The children should shout in their highest pitch if someone attempts to touch or fiddle with the above forbidden portion of their bodies.
  7. Children should never hide anything abnormal, happened in their day-to-day lives from their parents,.
  8. Children should not develop friendship with anybody older than them in age or built.   
  9. Children should inform their parents immediately if someone starts taking extra interest in them. 
  10. Parents should never leave their children under the care of servants, neighbors, relatives or babysitters. 
  11. Parents should be careful in selecting dresses for their small girls. 
  12. Children should not wear dresses designed like film stars, models and stage performers. 
  13. Women activists should not make hue-and-cry if social thinkers advise girls to dress up in decent outfits. 
  14. Women activists should stop unilateral onslaughts against men and society and at the same time rubbishing every single reformatory advice suggested for girls and women.  
  15. We will have to bring overall reformatory changes in civic life and governance with an open mine and without any bias and prejudice in order to stop child-abuse, rapes and killings of girls.

Who are juveniles… Why do they enjoy immunity against sentences for heinous crimes, gang rapes and murders?

These children are juvenile (किशोर)... 
But the fully grown 16 to 18 year old are not juvenile (किशोर)...

Relevant contents of this article have been sent to the Justice Verma Commission, set up by the Indian government to recommend ways and means to combat rapes. I have submitted my suggestions to reduce the existing 18 year age specified for juveniles to a much lower age between 12 to 15 years and remove immunity to the fully grown men aged between 16 to 18 and eventually end rape impunity.

‘Juvenile’ is the legal name for the individuals who are under 18 years of age. In other words minors are called juveniles in legal vocabulary.  Juveniles are also called minors, adolescents and किशोर in Hindi. That means an individual would be called juvenile until the last second of the midnight when he or she becomes 18 years of age.  

There are special provisions in the Indian constitution provided for protection of juveniles against any social or legal punishments awarded to them. ‘The juvenile justice (care and protection of children) act 2000’ empowers district administrations to constitute ‘Juvenile Justice Boards (JJBs)’. These boards have enormous powers even for reversing punishments awarded by courts. 

In the recent Delhi gang rape case on 16 December 2012 a 17 ½ years old minor boy played the main role of luring the victim and her male friend for boarding the doomed bus.  He is reported to have raped the girl and actively participated in all other barbaric acts including beating the couple brutally and pushing them out of the running bus; that eventually ended up in the death of the gang rape victim girl. 

In another brutal incident, a young man raped a six year girl-child, chopped her body into small pieces and threw the pieces of her body in two different toilets. The trial court awarded him death sentence for the immoral, inhuman and heinous crime. Nevertheless, he approached the Supreme Court who declared him a juvenile and set aside the conviction of death sentence. The case was then forwarded to the Juvenile Justice Board that is empowered to sentence the convict for a maximum detention of three years. 

The juvenile justice act was formulated for providing protection to children. Nevertheless, the definition of juvenile was stretched across all the teenaged minors up to the age of 17-18 years. The age of 17-18 years appears to be too much as far as it is related to the entity of ‘child’. How 17-18 year old men could be treated as children, who have already attained puberty long back and developed sexual reproductive capabilities. 

Boys and girls begin their puberty at the age of 12 approximately, when they develop male and female hormones in their body. Subsequently, they become matured and develop sexual reproductive systems in their bodies at the age of 15-16. Therefore, the childhood of boys and girls finishes at 12 and at 15-16 years of age they do not remain children any more. In fact, they become adolescent at this stage of their lives. 

In view of the above arguments, the 17-18 year old boys and girls considered as juvenile for enjoying children’s rights, appear to be unjustified. Therefore, an amendment to the constitution should be brought to disapprove the present definition of juvenile based on the age of the person    

The parameters of juvenile should be revises in the following manner:
  1. 18 year age of ‘minority’ should not be the parameter for juvenile. 
  2. One should be declared a juvenile based on the stage of his puberty he / she attains at a particular time.  
  3. One should not be considered a juvenile above the age of 15 in any case.
  4. One should be definitely considered a juvenile up to the age of 12.
  5. A suitable age between 12 and 15 could be specified as the maximum age for a juvenile.
  6. The Indian parliament may constitute a committee of experts for finalizing the specified maximum age of a juvenile. 
  7. Finally, a proper constitutional procedure may be followed for making amendments to the existing laws and the ‘The juvenile justice (care and protection of children) act 2000’

Delhi Gang Rape December 2012: How to stop rapes and gang rapes in India?

Before exploring an answer for the question “What should we do to stop rapes in India?” it would be indispensable to explore another question that is “Who are responsible for rapes in India?” It would not be possible for India to stop rapes in India without hitting at these two entities that are the ‘disease behind rapes’ and the ‘treatment’ for the same. We cannot treat an ailment unless we diagnose the disease. 

Rape is the resultant indicator of perverted sex syndrome predominantly present in a huge population of Indian people. These perverts do not have any definite choice for gender or age of their prey. They would molest a girl or boy irrespective of their gender. These perverts are so very insensitive and hardcore rapists that they might molest women of any age. Not only teenager girls and young women are their targets, they would not even spare a few month young babies as well as ninety year old grandmas either.  They are real beasts and brutal dangers for women of India.  

The above introduction of the article is self-explanatory. Craving for rapes and the basic instinct of perverted sex is predominantly present in Indian people. Therefore, only sterner police action and speedy judiciary are not going to eradicate rapes from India. We will have to change the culture and psychology of Indian people who look at their female counterparts as sex symbols and not as other human beings.  

I do not mean that all Indian men are hawkeyed, craving for woman preys. The civilized people in India are as decent as their counterparts in other countries. They do respect their womenfolk, take care of their wellbeing and safeguard their modesty.  Nevertheless, quite a big population of men living in villages, small towns, downtowns and slums in big cities, suffer from perverted desire for eve teasing, touching and fiddling with women and molesting them.

These miscreants fiddle with women of all ages, indiscriminately whether they are strangers, acquaintances or even close relations. These inhuman beasts are as dangerous for cousins and nieces at homes as they are for strangers in public places. They do their heinous crimes anytime, anywhere and against anybody.

The recent Delhi gang rape committed on 16 December 2012 has caught the Indian government and Delhi Police at wrong foot. It has stunned and alerted all walks of civic life and the law enforcement agencies in India. It is the high time when we should explore ways and measures to eradicate rapes and gang rapes from India. 

The role of police and judiciary is to develop a sort of deterrent against occurrences of rapes and gang rapes and punish the culprits for their crimes with exemplary punishments. Nevertheless, they cannot eradicate the deep-rooted perverted sex syndrome present among the people. The people, including men and women, will have to come forward to overhaul the social fabric in order to remove this heinous criminal psych from our society. 

Men will have to change themselves and their lustful attitude against women. At the same time the women must also follow all the remedial measures for avoiding occurrences of rapes and gang rapes. 

Here are few points that could be considered for accomplishing this mission:
  1. Indian families should keep vigilant eyes on their children and ensure that they do not become preys to the perverted sexual advances of near relations, friends and strangers.
  2. Indian heads of families should also ensure that any family member does not develop perverted sex desires and eventually turn into rapists. 
  3. Heads of families should also take stringent safety measures for safeguarding their boys, girls and women against any probable fiddling, molestation and rape by insiders and outsiders. 
  4. Even homes are not safe for daughters and sisters in India. A 17 year young girl molested by bus crews on the new-year eve in Delhi, has revealed that she left her home after having raped by her brother. 
  5. In another case in Greater Noida, a handicapped girl has been sexually molested by her father.
  6. Girls and women should not venture out at night in secluded places where antisocial elements with perverted mindset might be waiting for their soft targets. 
  7. Women activists should remember that this mission is anti-rape and anti-molestation. Such heinous crimes are committed by certain categories of men that have perverted sexual craving. The entire male population should not be held responsible for that.
  8. The media and women activists should not overreact on certain comments and advices of some celebrities who are supporting this mission in their own way.
  9. Women and media are straightaway rejecting every single advice given for girls and women. They unilaterally want to change the menfolk and in no way prepared for any change for womenfolk. 
  10. Women activists even go to the extent to condemn the possessiveness and compassion of parents who are worried for their daughter’s safety and follow certain family discipline. 
  11. Families and parents should not be condemned for following codes of conduct for their children and blame them for following double standards for boys and girls. 
  12. TV channels are telecasting filthy advertisements of condoms, body sprays, and other utility items with visuals and messages showing intimate sexual visuals and low grade filthy dialogues. 
  13. Examples- 1: A mobile Advertisement featuring Virat Kohly says in a rustic language - “...मेरे पास लड़की पटाने के दो आइडियाज़ है...” (shameful…) this advertisement projects woman as a prey for flirting by men.
  14. Example- 2: In a body-powder Advertisement, a background voice says - “Just Zatak her…” (shameful…
  15. Such advertisements should be taken off from the media and be censored well before clearing for telecast. 
  16. Bollywood celebrities are posting messages on internet and telecasting comments condemning the Delhi gang rape. On the other hand, film makers do not stop featuring women in highly reveling outfits, singing and dancing in indecent manners in item numbers in their films.

Clogged Drains in Delhi Result in flooding water, Traffic Jams and deaths:

This happens year after year in the Indian capital city of Delhi. Whenever it rains in Delhi… water stagnates, traffic jams and the life of people becomes hell. 

I do not want to write an article on this ongoing problem because I have already written a couple compositions, the links for which have been given at the end of this post.

I would rather like to list out the following points for the information of the readers and of course for the authorities to follow and get rid of this shameful catastrophe: 

  1. The main reason for water logging, flooding and traffic jams is CLOGGED DRAINS.
  2. Clogged drains do not drain out the rain water and accumulate on the roads and in the low-lying areas. 
  3. The main authority responsible for this catastrophe is the MUNICIPAL CORPORATION who is meant for providing effective drainage system for draining-out rain-water and waste water.
  4. Municipal Corporation or Committee, who-so-ever it is, should immediately clear the garbage from the drains in Delhi.
  5. Municipal corporation should have periodical inspection teams to inspect drainage system and maintain the same properly.
  6. Municipal Corporation is collecting compulsory Taxes / revenues from the citizens and it is their basic duty to provide services in return.
  7. This problem of ‘GARBAGE IN DRAINS’ exists across the country, all over India. I browsed across the internet and found that all the cities in India are extremely dirty.
  8. India should not expect effective tourism in this country, unless we learn to live in neat and clean environment. 
  9. A dedicated action plan is required to be chalked out and implemented sincerely and effectively to remove TRASH from DRAINS.

Sickle Cell Anemia: Disease, Reasons, precautions and care

सिकल सेल (हंसिया सेल) एक जन्मजात रोग है जिसका कोई ज्ञात इलाज नहीं है...
इसमें रोगी के रक्त-कण गोलाकार चकली के आकार के बजाय हंसिया या दरांती के अकार में होते हैं. परिणामस्वरूप: 
  1. इसकी आक्सीजन / प्राण वायु लाने-ले-जाने की क्षमता कम होती है...

यह सम्भावना उन जातियों में ज्यादा होती है जिनमें सगे रिश्तों में शादिया होती हैं. 
इसके अलावा ऐसे व्यक्तियों में भी रोग की सम्भावनाएं बढ़ जाती हैं जिनके बीच सगे-संबंधी के साथ यौन सम्पर्क जैसे व्यभिचार होते हैं. 

हिंदुओं में एक ही गोत्र में शादी वर्जित होने के पीछे यह भी एक कारण है.

सगे सम्बन्धियों के बीच कौटुम्बिक व्यभिचार को इसी कारण से नफरत की नज़र से देखा जाता है और उसे एक भयानक अपराध माना जाता है...

Modern Days’ rare ailment: The Chronic Fatigue Syndrome CFS

Before writing the above title, in fact I wrote the title as “Intellectuals’ rare ailment: The Chronic Fatigue Syndrome”. Nevertheless, I changed it to the current-one just because of having some doubts about its victims that are not only highly qualified professional, but even the common housewives managing their homes across the world. 

It is found that chronic fatigue syndrome CFS affects tens of thousands of people across the world. Young to middle-aged adult females are more commonly affected as compared to their male counterparts. People with CFS are usually found unable to perform normally at work and home because of their prolonged fatigue and short-term memory. This ailment can also lead to depression. Nevertheless, it should be kept in mind that depression cannot be a cause for CFS. 

I do not want to make this article too very complicated and would like to relate it to some true stories and make it quite interesting and informative. 

The first story: 
a report has been published in the Times of India a couple of days back. It is about a young engineering graduate Iqbal (imaginary name) in his middle twenties who joined a highly paid software job in Bangalore.  Iqbal resigned his dream job merely after eight months citing an unusual reason, that is ‘brain-fogginess’. 
His parents and friends initially refused to believe all this about Iqbal. But to their utter surprise all of them noticed an unusual pattern in his behavior. They found that it was difficult to interact with Iqbal in the mornings; because of the long pauses and monosyllabic answers they got from him. Evenings were, however a bit better as Iqbal seemed sharper. 
If someone at his workplace asked him for his address, he would take quite a long to recollect it. While doing any task like following a computer command seemed to be an uphill task for him. He sometimes would even fall asleep at his desk during working hours. 

The second story: 
There was front a page news on 19 June 2012 in the TOI about a 24 year youth, a high-profile professional who, in such an early age, amassed wealth worth 20 crore (200 million… hope I have calculated correctly). This youngster committed suicide by hanging himself out of utter loneliness. He was a recluse who rarely mingled with others and when he lost his mother out of cardiac arrest few months ago, he was rendered completely isolated from social life. He had lost his father 5 years back succumbing to a fall at their residence. 
He was initially posted at Chennai, but opted for a transfer recently in order to stay with his mother. 
This does not appear to be a simple case of mere solitude, because there is rampant loneliness among all of us in this age of corporate life. The 24 year boy appears to be suffering from something more serious ailment like Chronic Fatigue Syndrome CFS and the added solitude might have acted as an accelerator.  
I think his late parents could have thought about solemnizing marriage of their son immediately after completing his academics or at least on getting a job for himself. Had he got married on time and had a life-partner to live with, he probably might not have taken this extreme step of killing himself. 

The third story: 
I heard about another young man in his early twenties who did his BTech from an IIT and after completing the course got so very fatigued that he left his higher studies of MBA midway. Being a pass-out from an IIT, he was offered many prestigious jobs including MTNL and other renowned companies. Nevertheless, this young man did not continue with any of the jobs and finally chose a solitary life in a small town with his old parents. He also continued to be unmarried.


Review: 
It usually happens with some of the unfortunate highly qualified professionals with engineering, software and management degrees from prestigious institutes. They unexpectedly refuse to follow the normal way of life and resort to self-imposed solitary confinement. Some of them even renounce the worldly life and eventually turn into baba or swami in an ashram. 

All of these people have a couple of common factors among them and they are as follows:
  1. They have been students of prestigious institutions like IIT, IIM etc where they had to work hard and study for prolonged hours for completing their hi-tech huge syllabus of international standard.  
  2. All of these people, with rare exceptions, are unmarried and absolutely single. 
I think that some of the unfortunate people out of the above category of hi-tech professionals might become victims of the dreaded ailment called Chronic Fatigue Syndrome CFS. The victims might also be comparatively more emotional, introvert, lonely and inactive by nature as compared to their more practical and inactive counterparts. 

People with Chronic Fatigue Syndrome CFS experience the following symptoms: 
  1. Fatigue (tiredness, lethargy): People with CFS have long-term fatigue, lasting longer than 6 months to a year, without any other health complication or ailment. People with CFS may have had an infection in the past when the disease rendered them tired and run down. Nevertheless, the fatigue continues after the recovery from the illness.
  2. Cognitive difficulties (reasoning, intuition, or perception): people with CFS have problems of short-term memory loss and not long-term memory problems. They may have problems finding or saying a particular word during normal speech (called dysnomia or verbal dyslexia).
  3. Post-exertion fatigue: CFS patients are exceptionally and excessively tired after doing normal activities in day to day lives. Normal people do not get that much exhausted after normal physical activities.
  4. Fatigue after sleep: CFS patients also complain of fatigue even after prolonged rest or sleep. They do not feel refreshed after sleeping like others. 
  5. Depression: People with CFS may become patient of depression because of their inabilities in performing at their work-place or at home. Nevertheless, it is not the other way round. Patients of depression do not acquire CFS out of their ailment.
  6. General physical problems: Other symptoms that may be seen in the patients of CFS include headaches, muscle aches, sore throat, and even mild fever.
Causes of chronic fatigue syndrome:  
The cause of chronic fatigue syndrome is unknown, although there are many theories — ranging from viral infections to psychological stress. Some experts believe chronic fatigue syndrome might be triggered by a combination of factors. There's no single test to confirm a diagnosis of chronic fatigue syndrome CFS. The patient may have to undergo a variety of medical tests to establish whether the symptoms are due to CFS or are indicating at some other ailment. 

Treatments of chronic fatigue syndrome:  
  1. As stated by Mayo Clinic staff on their official site the Treatment for chronic fatigue syndrome is focused on symptom relief. As I understand from this statement, the treatment of chronic fatigue syndrome is done symptom by symptom. That means that no single medicine has yet been discovered for CFS as a single ailment like infection, deformation, injury etc. therefore each symptom of CFS is treated independently with its relevant medicines and drugs. We may enlist the following probable treatments that might be effective for treating the patients of this rare ailment if done in a proper way: 
  2. Antidepressants: Many people who have chronic fatigue syndrome are also depressed. Treating their depression can make it easier for the patient to cope with the problems associated with chronic fatigue syndrome. And low doses of some antidepressants also can help improve their sleep and relieve physical pains.
  3. Sleeping pills: Home measures, such as avoiding caffeine, are tried for getting good sleep. In case it does not help in getting better rest at night, the doctor might suggest trying with some medicines for good sleep.
  4. Therapy: The most effective treatment for chronic fatigue syndrome appears to be a two-pronged approach that combines psychological counseling with a gentle exercise program.
  5. Graded exercise: A physiotherapist can help determine what types of exercises are best for a CFS patient. Inactive people often begin with range-of-motion and stretching exercises for just a few minutes a day. Proper care has to be taken to limit the severity and period of exercise so that the patient does not feel over exhausted.  Patient’s strength and endurance will improve as he / she gradually increase the intensity of exercise over passage of time.
  6. Psychological counseling: Counseling with an expert psychologist would help the patient to figure out options to work around some of the limitations that chronic fatigue syndrome impose. Feeling more in control of your life can improve your outlook towards life dramatically.

How Indian Women Look at other Indian Women: Calling a girl Sexy Is Fine..! Drop your Palloo and Get a Contract Signed..!

We Indians have very complex nature that stands-out from people of any other country in the world. I would discuss one of such qualities ‘laughing at ourselves’ by us Indians. Yes, I am discussing about our highly liberal way of making fun of ourselves. 

I noticed a funny and irresponsible article In the Times of India on 2 June 2012 titled as “Wardrobe malfunctions at the workplace”, written by an IIM graduate and ex management professional woman author. The most disgusting remark on Indian woman professionals published in this article is as follows:

I quote…
“I recall a colourful lady colleague who, at the end of a meeting, would often gently let her 'pallu' slide to provide a subtle glimpse of her cleavage, so delicately and naturally that it would make hearts wane just for a moment—all, of course, in the best interest of winning more business for the firm”
…unquote


I would also like to mention a statement of the Chairperson of Women’s Commission of India and former Rajasthan Mahila Congress chief, Mamta Sharma wherein she stated… 

I quote...
“…Calling girls and women ‘sexy’ means ‘beautiful and charming’ so it should not be taken in a negative sense…”
...unquote

In the TOI article “Wardrobe malfunctions at the workplace” the author has given one justification after the other to condemn the common Indian woman professionals who dress up in Indian attire. She has gone to the extent to prove that the Indian ethnic dresses like salwar-suit and saree are more revealing as compared to the western outfits like pairs of shirt-trousers and tops-skirts. She has described in length the way how women professionals dressed in Indian attire take advantage in their day-today business by exposing their feminine parts of their bodies. 

The author has overexpressed herself by using the most sensitive word ‘cleavage’ the dictionary meaning of which is “the hollow visible between a woman's breasts / स्तनों के बीच का भाग”, rather than using a decent word out of her endless vocabulary.  It is not only the article; the illustration with this article on the print edition is yet more derogatory for traditional Indian women dressed-up in ethnic wear. 


A cartoon has been published depicting a saree-clad woman executive exposing various curves of her body, in a ‘follow me’ attitude with her male counterparts dragging behind. An additional woman character sporting western outfits has been shown a loser with her rejected projects and presentations. 

Review: 

On reading the article I could not understand the theme and purpose of the same. I could not establish whether the author is appreciating the character and ethnic outfits of Indian professionals or else she is making fun of them.  I felt as if the contents of this article are sort of discriminatory comments against the Indian women who like to follow Indian way of life. I correlated these with the common comment ‘behan ji’ made by Page-3 type of people for the Indian women and girls who like to dress-up themselves in ethnic outfit. 

During my trips to US, I found some of the fashionable Indian Americans tagging their traditional counterparts as ‘desi’.  ‘Desi’ (देसी) is a word used in a northern Indian village dialect and is not recognized correct in regular Hindi language. The real Hindi equivalent of ‘desi’ is ‘deshi’ (देशी), ‘swadeshi’ (स्वदेशी) that are spoken with pride rather than for hurling derogatory remarks and is considered a slang in civic interaction. 

Moreover, Indian Americans have used ‘desi’ so very extensively that it has been recognized by the American English dictionary. The meaning of ‘desi’ has been given as= 'Rustic (गंवार), South Asia characteristic of rural areas, especially those considered to be unsophisticated. This is what we Indians do with our own reputation'. There are many other slang that are used by American Indians against other Indians living in the USA and I would avoid discussing those in this article. 

We Indians should remember that whatever we speak or write in the media is going to spread across the world within seconds via internet. We should also remember that the citizens of other countries of the world are highly sensitive about patriotism for their countries and loyalty toward their fellow citizens. 

You will not find any Pakistani or Middle East citizen making negative comments against their own country, religion, civilization and people. Citizens of the USA, UK, European countries, South America, Africa, Australia, New Zealand, China and Fareast countries etc never make any compromise against the prestige of their country, people and culture. Whereas, we Indians have the rare distinction of being so liberal while criticizing our fellow citizens, culture, and religion and making fun of ourselves.

Norwegian authorities took custody of 2 children of an Indian family and put them in a foster home

Norway was never discussed so very extensively in the past before the Norwegian authorities intervened in the poor childcare conditions prevailing in an Indian family settled there. They took custody of two children from their family and kept them under the care of a foster family / home.

The Norwegian authorities did not disclose the stated objectionable childcare conditions under which the children were kept by their parents. There were rumors that the authorities had objections against the stated hand feeding of the children and that the children were sleeping with their parents rather than in a separate room. 

This incident has already been blown out of proportions and has affected the marital life of the parents of the children. This has also put the Norwegian authorities in avoidable embarrassing situations and forced the Indian foreign ministry to take out of the way actions. 

In spite of all that we did not know as to what are the provisions in the Norwegian laws for childcare and for upbringing of the children in families staying in Norway. We have come to know that Norway is the best country in the world for growing children. 

In India we do not have any such provisions and the Indian authorities never keep an eye on the way the children of this country are taken care of in their families. In fact there have been many recent instances of child abuse in India that have put our social-character on shame. 

I browsed across the internet to find out the Norwegian provisions about childcare and finally found “The Norwegian Ministry of Children and Family Affairs: OECD – Thematic Review of Early Childhood Education and Care Policy: 29th December, 1998”, officially posted by the Norwegian authorities on the internet. 

I am reproducing relevant points / portions of the rules and regulations in this regard for the information of the visitors to ‘Discover Life’ for them to know exactly what the Norwegian authorities expect from the parents in respect of the upbringing of their children in their homes. The rules and regulations in brief are as follows:

The Norwegian Ministry of Children and Family Affairs 
OECD – Thematic Review of Early Childhood Education and Care Policy: 29th December, 1998 

The general demand of the regulation is that the undertakings shall be satisfactory for health reasons (Section 7) there are regulations on the following aspects: 
  1. Possibilities for activity and rest
  2. Psycho-social circumstances
  3. Cleaning and maintenance
  4. Security and health state
  5. Protection against infection
  6. Smoking
  7. Indoor climate/quality of air
  8. Light and acoustics
  9. Sanitary conditions and handling of garbage
Role of authorities in Child Welfare:
  1. According to the Child Welfare Act 54 the municipal child welfare service should intervene when children are not properly cared and provided by their parents.
  2. Intervention may also be necessary when the child is seriously maladjusted to society, i.e. when the child is delinquent or in other ways behaves deviant. 
  3. Finally the child welfare service can intervene when handicapped children do not get the care and treatment they need at home.
  4. When the child welfare service gets reports that a child is in a difficult situation, an investigation is carried out. The social workers talk to parents and children in order to find out what is causing the problems and what can be done to solve them.
  5. Various preventive measures may be effectuated. The child welfare service may place the home under supervision by appointing a supervisor for the child.
  6. A place in barnehage* is commonly used as a voluntary measure in the child welfare services. 
  7. If this does not solve the problems, the children are taken in care, i.e. placed in a foster home or children’s institution.
